MINUTES OF THE PARISH COUNCIL MEETING
Tuesday 11th September 2018

PRESENT: Chairman N. MacDermid, Vice Chairman T Martin, Councillors T Hall, S Riley & J Locke. Also present NYCC Councillor A Paraskos and 1 parishioner.
1. Apologies: Apologies for absence were received from Mike Richards (Clerk), Cllrs A Dewsnip, C Dickinson and the Neighbourhood Watch Co-ordinator
2. Declaration of Interest and Notification of changes in the Members’ Register of Interest: None
3. Public Participation session: A resident expressed concern about visibility and safety at the sharp bend at the bottom of Main Street, and asked whether it would be possible to have a Traffic Mirror installed at the bottom of Main Street so that traffic coming down Main Street or approaching along Spofforth Lane are able to see traffic coming in the other direction. Clerk to raise with NYCC Highways, and to contact the owner of the property on the corner and see whether they would be happy to do some additional hedge trimming to help improve visibility.
4. Minutes of the meeting held on 12th July 2018: Councillor Martin proposed the minutes to be a correct record, seconded by Councillor Locke. The Chairman then duly signed the minutes.
5. Matters arising from the previous minutes:
a) Stopping up of the bridleway. At the time of the meeting the Parish Council had not received a response to its letter to NYCC regarding the proposed stopping up of the Bridleway. The Chairman reported that he had attended a meeting at Follifoot Riding Stables involving a number of interest groups and individuals, including a representative from the Byway and Bridleway Trust and The British Horse Society. The overwhelming view was that there is significant public benefit (health, wellbeing, leisure, access, safety) in the connection of the two bridleways and that efforts should be made to encourage NYCC and HBC to progress with a Creation Order and potential Compulsory Purchase to enable this to happen. NYCC have deferred the proposed Stopping Up order for 6 months to allow efforts to continue to try and link the two bridleways. Representatives of the group will make contact with the landowner of the bridleway accessed from Fulwith Mill Lane, and also further lobby NYCC & HBC
b) Community Defibrillator – Funding has been applied for and a decision is expected by the end of September.
c) Follifitt – Sessions have been continuing at Follifields and appear to be well attended. Arrangements may change as the evenings get darker earlier
d) Rudding Dower Grit Bins – Councillors discussed and agreed that it would not be appropriate for the Parish Council to fund the supply or replenishment of a grit bin on private land at Rudding Dower.
6. Chairman’s communication – The Chairman confirmed that correspondence received is covered as part of the agenda.

8. Matters concerning Plompton
Councillor Hall reported that there were no other issues arising other than the continuing concerns re car parking at Plompton Rocks. This will be kept under review by the Enforcement Officer pending completion of the works which is expected to be in the new year.
9. Neighbourhood Watch: The Neighbourhood Watch co-ordinator was not present at the meeting but his report was circulated to Parish Councillors. A more detailed review will take place at the next Parish Council Meeting
10. Village Up Keep
a) Details were provided of the grass cutting of the verges that is carried out.
11. Highways:
A response was received from NYCC Highways regarding the request to
review and reduce the speed limit on Haggs Road, in particular by the houses
on the approach to the A658 (John Metcalfe Way). The NYCC letter made
various comments regarding motorist understanding and enforcement. NYCC
suggested it was highly unlikely the request would be agreed to. Councillors
felt that the justification given by NYCC was very weak. The Parish Council will
continue to campaign for the reduced speed limit and other safety measures.
12. FOFWRAP/Follifields:
a) The Chairman gave a general update on Follifields including grass cutting
and maintenance. There is some planting due to take place in the autumn and
the Silver Birch Trees require additional staking.
b) There are some final fit-out options that FOFWRAP were considering (e.g.
outdoor table tennis) and the Chairman agreed to raise this with the
FOFWRAP group.
The Chairman also agreed to find out when the remaining bank balances will be
transferred to the Parish Council to be ring fenced for future maintenance.
c) Councillor Paraskos said that there is some funding available within his
locality and environmental funds for suitable capital projects – Chairman to
raise with FOFWRAP
d) A “Folliwood” Pop-up Curry Night will take place in the Village Hall on
Saturday 10th November to raise funds for the upkeep of Follifields.
13. Finance:
a) Balance at the bank on 31st August 2018, Current Account £1,119.52 and Deposit Account £5,430.97
b) Monthly Budget – See Appendix 1.
c) Monthly Reconciliation –reconciliation as at 31st August was provided – see Appendix 2.
d) Expenditure – Unanimously agreed and authorised by two councillors.

14. Planning:
a) Consultation Process – It was agreed that all planning applications must be
discussed in a public Parish meeting to give maximum opportunity for public
discussion and contributions. Ideally this should be a regular Parish meeting
and if necessary extensions to submission deadlines should be requested. By
exception if required a separate planning meeting should be advertised and
held – e.g. in August when there is no scheduled PC meeting that month.
b) Planning Process – Permission in Principle – Clerk to circulate details
c) Applications received – Stonecroft House Loft Conversiion & Roof Lights –
The Parish Council supports the application. New Veterinary Centre at Follifoot
Ridge Business Park – The Parish Council supports this application. We
assume HBC will fully assess the additional traffic levels and hours of operation.
Retrospective permission for Summerfield on Tofts Lane – The Parish Council
does not object to or support the application but wishes to make comments – an
observation was made about whether or not the timber cladding was consistent
with the visual appearance of other properties on Tofts Lane.
d): Planning Decisions – 1 Manor Fold extension – approved, Listed Building
application for The Coach House, Farrar Wood to Plompton Park – approved.
Single storey extension to the The Old Dovecote 7 Rudding Dower – approved.
Crown reduction and dead wooding of Oak Tree at Lolburn House Pannal Road
– approved.
15. Governance – to update Standing Orders Code Of Conduct etc – to be
reviewed at next meeting.

16. There being no other business, the meeting closed at 9.30.
