MEETING OF THE PARISH COUNCIL
Held on 13th July 2017
PRESENT: Vice Chairman T. Martin, Councillors’ P. Cresswell, A. Dewsnip, T. Hall and J. Hinchcliffe, Neighbourhood Watch Coordinator M. Hammond, Internal Auditor Applicant and two residents.
1. Apologies: Apologies received and accepted from Chairman MacDermid, Councillor Andrade and District/County Councillor Paraskos.
2. Declaration of Interest and Notification of changes in the Members’ Register of Interest: See item 6a.
3. Public Participation session: None.
4. Meeting Minutes held on 15th June 2017: Councillor Dewsnip proposed the minutes to be a correct record this was seconded by Councillor Hinchcliffe. The minutes were duly signed by the Vice Chairman.
5. Matters arising from the previous minutes: Included in the Agenda.
6. Chairman’s communications:
a) Village Hall Grant Application – Vice Chairman Martin and Councillor Dewsnip declared an interest in the Village Hall. The Vice Chairman said he had received an email from the Village Hall Committee regarding a grant application for work on the village hall. When applying for the grant the village hall would require third party support and a donation of £266.17. The matter was discussed and voted to support the village hall and donate £266.17. Vice Chairman and Councillor Dewsnip abstained from voting.
b) Haggs Road – Vice Chairman Martin said he had received an email from a resident on Haggs Road.
I. He was concerned about traffic speed on Haggs Road. It was resolved the clerk would request a speeding/traffic survey.
II. He said there was a lack of grass trimming on Haggs Road/John Metcalf Way. It was resolved the clerk would contact NYCC and request the grass is cut.
III. The resident reported the water level at Underpass Tunnel/Prospect Tunnel was higher than normal and thought the drain was blocked. Councillor Hinchcliffe would visit site and evaluate the problem and then report to the appropriate people.
7. Clerk’s correspondence:
a) Parish Council Consultation – The clerk asked if the parish council wished to submit any questions to the NYCC Consultation. No questions were to be submitted.
b) YLCA Training – The clerk said she had emailed the current list of training.
c) YLCA Annual Review – The clerk said the Annual Review was available if anyone wished to read it.
d) NYCC Disposal of Hazardous Waste Consultation – The clerk explained there is a Consultation and more details can be found www.northyorks.gov.uk/hhwconsultation . Details will be displayed on the noticeboard.
e) Correspondence – The clerk said a list of correspondence received is available if required.
8. Matters concerning Plompton:
a) Broadband Letter – The clerk said the Broadband Update letters had been delivered to the residents at Plompton. With thanks given to Councillor Hall and Mr Ovenden.
b) Plumpton Rocks –
i. Weeds at Plumpton – The clerk said she had received a reply from the owner of Plumpton Rocks regarding the weeds. He said work had been carried out on the weeds. Councillor Hall said where the spoil had been placed the weeds are over six foot. The clerk said she would contact the owner again. Councillor Hall said he would let the clerk have some photos. The clerk said she had also received an email from a concerned resident regarding the increase in weeds.
ii. Passing Place – The clerk said the owner of the Rocks will look at the feasibility of putting a passing place in.
9. Neighbourhood Watch:
a) Crime Report – Mr Hammond gave an update on the crime in the area.
b) Cold Calling Zone – A discussion took place regarding Cold Calling Zone. It was resolved the clerk would ask Kirkby Overblow if they find the No Cold Caller Zone effective.
10. Village Up Keep:
a) Maintenance – The clerk said the Maintenance Man had carried out 8hrs work in June. A resident said a non-resident had commented on how well the village is kept. It was resolved the clerk would inform the Maintenance Man.
b) Hedge, Pannal Road – The hedge on Pannal Road in front of Radcliffe Close had become overgrown. It was resolved the clerk would contact Home Group to request it is cut back.
c) Land by Parkside – A resident enquired if the Parish Council was aware what was happening with the land by Parkside/Radcliffe Close. The clerk said she would ask the owner.
11. Highways:
a) Bus Shelter and bench Rudding Lane – Following further information received from North Yorkshire County Council regarding the installation of a bus shelter on Rudding Lane, it was resolved the Parish Council could not afford to purchase a shelter or seat at present. It was resolved the clerk would pass the information on to Rudding Park.
b) Outstanding Issues – The clerk said she had emailed Highways to ask about the drain outside Hill Top House, as it had been dug out and no further work had been carried out.
c) Renewal of Subsided Local Bus Service 770 – The clerk said the parish councils’ comments had been submitted and she had received a reply stating they do not support evening and Sunday services.
d) Overgrown foliage A661 – The clerk said Councillor Hinchcliffe had obtained the details of the owner through Land Registry, the clerk had sent the details to Highways to request the trees are trimmed back.
12. FOFWRAP/Follifields:
a) Update – The clerk said she had received conflicting information regarding the claiming of VAT on the Play Equipment for Follifields, if paid for by WREN. She said she had spoken with HMRC, who said the VAT could be claimed provided the invoices are in the name of the parish council and the equipment is then owned by the parish council. The clerk confirmed this would be the case. The matter was discussed and it was resolved the clerk would obtain written acknowledgment that VAT can be claimed before the letter is sent to WREN requesting they pay the invoices.
b) Lease received – The clerk said the paper lease had been received, which she will store.
c) YLCA Playground Training 27th July – Vice Chairman Martin said he would attend. The clerk said she would book the course. It was resolved the Parish Council would pay for the course.
13. Finance:
a) Balance at the bank on 30th June 2017, Current Account £1,818.25 and Deposit Account £7,966.61.
b) Monthly Budget – See appendix 1
c) Quarterly Reconciliation – See appendix 2
d) Internal Auditor – Richard Snoxall had put himself forward as Internal Auditor. It was unanimously agreed to appoint Richard as the Internal Auditor. Thanks were given to Richard for offering to take on the role.
e) Expenditure – It was unanimously resolved to pay Maintenance, Paper, Clerk’s Salary and Expenses and Land Registry Fee.

14. Planning:
a) Applications Received – for decision
I. Southview – Ref: South View, Follifoot – 17/02343/FUL and 17/02344/LB – Demolition of existing single storey flat roofed extension to rear and erection of replacement single storey pitched roofed extension. Installation of bay window and roof lights and replacement of flat roof materials. Various internal alterations including replacement doors and re-glazing of windows. The Parish Council supported the application.
II. Brooklands, Plompton Road, Follifoot – 17/02303/FUL – Partial conversion of garage to form additional living accommodation for annexe and alterations to fenestration. The Parish Council supported the application.
b) Applications received since the agenda was compiled: Follifoot Ridge Farm, Follifoot Ref: 17/02631/FUL. Erection of single storey orangery extension. The application was discussed. The clerk will advertise the notification and respond to Planning by 21st July 2017.
c) Previous Applications – Wingate Farm, Plompton – The appeal was dismissed.
d) Local Draft Plan – Harrogate Borough Council are holding consultation. The clerk said details can be found at https://consult.harrogate.gov.uk/portal
