ADDITIONAL MEETING OF THE PARISH COUNCIL

Held in the Village Hall on 15th August 2024

  1. PRESENT: Chairman N MacDermid, Vice Chairman A Dewsnip, Cllrs C. Dickinson, and J. Locke. Also in attendance M Richards (Clerk) and 2 residents (with an interest in item 4a)
  2. Apologies: Apologies for absence were received and accepted from Cllrs T. Hall, K Tharby and S. Gallimore.
  3. Declaration of Interest and Notification of changes in the Members’ Register of Interest: None.
  4. Planning

                Applications Received

          a) ZC24/02683/CLEUD – This notification does not relate to an application for planning  permission.  The application is for a decision on whether the existing use, operational development, or failure to comply with a planning condition or limitation, specified in Section 5 of the application form is lawful for planning purposes.

          When invited by the Chairman to provide the background to this planning issue, the 2 residents explained that in 2019 they had produced a pre-planning application for what they understood would be classified as permitted development, the conversion of a garage to a kitchen, with an extension. Subsequently, due to affordability, the plan for the extension was dropped. The garage conversion has been completed and the LPA is content that this meets the requirements of permitted development, but is suggesting that a Certificate of Lawful Development be applied for to mitigate against any future potential legal issues should the property be sold.  The Chairman then displayed the detail of the garage to kitchen conversion and some alterations to window and door openings– councillors had no further questions or issues, and it was resolved to submit a NO OBJECTIONS response to the LPA. The Chairman did observe that had this been a Planning Application the Council’s response would have been to SUPPORT, but this option is not available in this case.

          b) ZC24/02245/FUL (and ZC24/02246/LB) – Installation of 2no. external glazed screens within 2no. existing external archways and associated works. Keepers Cottage, Plompton Councillors noted that there were two other properties in the same location with similar glazed archways and although there were some slight doubts as to the overall appearance of the development, it was agreed to SUPPORT the application.

          c) ZC24/02532/FUL – Two-storey rear extension – Pointers End, 3 Rudding Dower, Follifoot.

         The Chairman displayed the details of the application, elevations and interior. Councillors felt that this was a reasonable and proportionate extension with no observable adverse impact on neighbouring properties and it was agreed to SUPPORT the application.

    5.   Finance
          Approval of expenditure.
          Councillors approved the two items of expenditure as below and 2 councillors then signed the authorisation sheets. The clerk and Chairman will initiate payment as per the normal banking procedure.
