FOLLIFOOT WITH PLOMPTON PARISH COUNCIL
Minutes of the meeting held on 14th April 2011
Present: Chairman B. Fisher, Vice Chairman B. Butler, Councillor’s N. Pettitt, T. Martin.
U. Cansfield, District Councillor C.Bayliss and five residents
• Apologies for absence: Councillor C. Florance
• Declarations of interest in items on the agenda: None
• Public Participation session: None
• Minutes of the meeting held on 10 th March 2011: The minutes were proposed by
B. Butler and seconded by U. Cansfield, and signed by the chairman as a correct record.
5. Matters arising from the previous minutes:
• Parish Councillor Vacancy: Terry Hall had put his name forward to become a parish councillor. Terry Hall was co-opted onto the parish council by a majority vote. Action: S. Hinchcliffe to notify HBC.
• Litter Pick: The chairman said there was a good turnout for the litter pick and thanked everyone for their help.
• Damage to Village Green: The councillors agreed the green should be repaired; T. Martin and B. Butler said they would make arrangements to carry out the work.
• Neighbourhood Watch: A resident said he would consider being involved in Neighbourhood Watch in the near future.
• Chairman’s communication:
• Yorkshire Water: The chairman had reported the recent smell from the drains on Main Street to Yorkshire Water and Rudding Park . Yorkshire Water had responded and said they will bolt the drain down, in an attempt to stop the smell.
• Matters concerning Plompton: None
• Grounds Maintenance Works: A quote had been received from HBC regarding grass cutting, at £10.37 per fortnight ex. VAT. The councillors unanimously agreed to accept the quote. Action: S. Hinchcliffe to notify HBC.
• Village Hall – Increase in Fees: The village hall committee had informed the council that the fee for the hire of the hall will increase to £6.75 as from 01/05/11.
• Parish Clerks – Self employed: S. Hinchcliffe said she had received information from YLCA that parish clerks can no longer be self employed from 6 April 2011. She has followed the guidelines from YLCA and informed HMRC.
• Tennis Club: B. Fisher and S. Hinchcliffe had recently attended a meeting regarding the club. B. Fisher said there was a lack of interest in the tennis club. A resident asked if the parish council could move it forward or give direction to the tennis club. B. Fisher said it was a good idea and it had previously been discussed, and said it should be included in the Parish Plan. A resident said he felt the tennis court was in the wrong place, as it is difficult to access and there are no facilities. A resident said combining the tennis club with the cricket club had previously been discussed, but this would need further discussion with the landowner. N. Pettit said that the cricket club maybe interested in the proposal. B. Fisher said it was important to obtain the views of the parishioners, before taking action.
• Highways:
• Speeding: N. Pettit said he had looked at the speeding survey from 2007 and was alarmed by the results. It was discussed if a twenty mile an hour zone by the school would be appropriate. N. Pettit said he would be interested in another speed survey being organised. S. Hinchcliffe had been in contact with the fire service, who currently organise the speed surveys, she is waiting for them to contact and discuss further.
Action: S. Hinchcliffe to obtain more information on speed surveys and traffic control measures.

• Balance at the bank on 31/03/11: £657.71 + £8,294.48 = £8,952.19
• Request for authorisation of expenditure, documentation present.
