MINUTES OF THE MEETING OF THE PARISH COUNCIL
9th February 2017

Present:
Chairman N. MacDermid, Vice Chairman T. Martin, Councillors’ J. Andrade, A. Dewsnip, T. Hall, J. Hinchcliffe, District Councillor A. Paraskos and three residents.
1. Apologies: None.
2. Declaration of Interest and Notification of changes in the Members’ Register of Interest: Councillor Martin declared an interest in item 15a ii. The Chairman declared an interest in item 13.
3. Public Participation session:
a) Three residents had attended the meeting to discuss various matters regarding the old Pannal Road. They had sent a letter to the parish council and wished to discuss their concerns. Following a discussion, it was resolved the clerk would contact Highways regarding maintenance and safety issues. The clerk would speak with the village maintenance man to request a quote for the grass cutting along Pannal Road. The parish council acknowledged the dog fouling problems in and around the village and said they would look at obtaining some signs. The clerk said she would report back at the next meeting.
4. Meeting Minutes held on 12th January 2017: Councillor Martin proposed the minutes as a correct record and seconded by Councillor Hall. The chairman duly signed them.
5. Matters arising from the previous minutes: All items included in the agenda.
6. Chairman’s communications:
a) Parish Councillor Vacancy: The chairman said he had received a letter from Councillor E. Jones, she had given notice to terminate her position of Parish Councillor. The clerk said she had notified the Returning Officer at Harrogate Borough Council and advertised the position on the noticeboard. The chairman said he wished to express his thanks to Councillor Jones for her help and support.
b) The chairman said a letter had been received regarding the old Pannal Road, the matter was included in item 3.
7. Clerk’s correspondence:
a) The clerk said a list of correspondence received in January and February 2017 had been emailed to the parish councillors.
8. Matters concerning Plompton:
a) Plumpton Rocks – The reinstatement of the hard standing at Plumpton Rocks was discussed. The clerk informed the meeting the area would need to be reinstated six months after the works at the Rocks had been completed.
b) Councillor Hall said the noticeboard was in a poor state and requested a new one. It was resolved the clerk would organise a new noticeboard for Plompton.
9. Broadband:
Councillor Hinchcliffe gave an update on Superfast Broadband installation. He said the current option for the areas with slow broadband is to pay for the installation or wait to see if it is installed in Phase Three.
10. Neighbourhood Watch:
a) The chairman gave an update and reported one crime in Follifoot in January.
11. Village Up Keep:
a) Maintenance – The clerk said the village maintenance man had done one and a half hours in January.
b) Unpleasant odour in Follifoot – Councillor Dewsnip gave an update. She said some tree roots had been removed from the drains on Main Street. She said people had continued to report an unpleasant odour in the village and Yorkshire Water could not ascertain what was causing the unpleasant odour. It was resolved the situation would be monitored and reviewed at the next meeting.
c) Spring Litter Pick – It was resolved the Spring Litter Pick would be held on 23rd April 2017 at 2pm, to meet outside the village shop. Action: Clerk to advertise.
d) HBC Grants for Parish Grass Cutting – The clerk said Harrogate Borough Council had informed her the grant would not be available in 2017/18. The district councillor said that they a further letter would be sent as they now have sufficient funds to allocate a grass cutting grant.
12. Highways
a) Blocked drain – The accumulation of water at the bottom of Main Street had been reported by Councillor Dewsnip.
b) Public Rights of Way Consultation – The clerk informed the meeting that North Yorkshire County Council are carrying out a survey and are asking the public to be involved. Further details can be found at www.northyorks.gov.uk/prowconsultation.
c) Street Light Failure – The street light at the bottom of the Paddocks was not working. The clerk said she had obtained the number and would report it.
13. FOFWRAP/Follifields
a) Update – The chairman gave an update. He said FOFWRAP were working hard to secure funding. He said they had received some donations.
b) Fundraising – The chairman said FOFWRAP are organising a Wine Tasting evening on 18th March. Tickets can be purchased at the Village Shop.
c) Grant Applications – The chairman said the Chair of FOFWRAP and the committee were currently working on applying for a grant from WREN. He said the application would require third party contributors and FOFWRAP had requested the parish council would agree to be a contributor for £2924.40. Donations for the amount would then be made by FOFWRAP to the parish council. The parish council unanimously agreed to be a Contributing Third Party.
d) Commuted Sums (Community Infrastructure Levy) – The clerk said she had enquired if any commuted sums were available for Follifields. She had been informed that no money was available. However any future local developments making a contribution to the nearest ‘Open Space’ would probably contribute to Follifields.
14. Finance:
a) Balance at the bank – The clerk reported the current account balance was £2041.78 and the deposit account was £6452.94. She reported that an error had been made and the parish council charged £15. for an uncashed cheque, she said the charge had been reimbursed.
b) Request for authorisation of expenditure for Village Maintenance was unanimously approved.

c) Confirmation of Village Hall Wi-Fi installation costs – The clerk confirmed the parish council’s contribution costs for the installation of Wi-Fi into the village hall was £78.63, which had been paid. The village hall will invoice the parish council in June and December for the 50% of the monthly charge of £19.50.
d) Monthly Budget – See appendix 1 – The clerk had distributed the monthly budget.
15. Planning
a) Applications
i) 16/05520/FUL – The Hollies, Tofts Lane, Follifoot- Erection of front porch and dormer window. The parish council supported the application.
ii) 16/04964/FULMAJ – Land Comprising OS Field 3344 Spofforth Lane, Follifoot – Erection of 12 dwellings, formation of access, hardstanding, associated landscaping and various tree works to various trees within Follifoot Conservation Area (revised scheme). Amended Application – Scheme changed from 2 no 3 bed, 2 no 2 bed and 8 no 1 bed to 2 no 3 bed, 6 no 2 bed and 4 no 1 bed. The parish council did not support the application.
iii) 17/00270/FUL – 7 Pellentine Road, Follifoot – Erection of single storey extension. The parish council supported the application.
b) Arrange a meeting for applications received since the agenda was compiled – No applications received.
c) Outcome of previous applications –
Wingate Farm – Refused
The Grange – Withdrawn
