Minutes of the Annual Parish Meeting held on
14th April 2011
Present: Chairman B. Fisher, Vice Chairman B. Butler, Councillors N. Pettitt, T. Martin,
U. Cansfield, District Councillor C. Bayliss and Fifteen Residents.

• Meeting Minutes held on 22 nd April 2010: The meeting minutes were signed by the chairman as a correct record. Proposed by T. Martin and seconded by resident M. Mackaness.
• Matters arising from previous minutes: None.
• Chairman’s report for 2010 – 2011:
The chairman gave his report. This gave thanks to the fellow councillors for their work, and thanked Esther Bolton who recently resigned from her position as parish councillor. Christine Woodman the previous parish clerk was thanked for her work, and introduced the new clerk. The chairman explained the many roles of the parish council and the support given too many activities and how the precept budget is spent. Thanks were given to those who participate in the bulb planting and the litter picks, making the village more attractive. Yorkshire Water was mentioned as the chairman had worked with them to improve the sewage services in the village. This followed unpleasant smells and roots growing into the pipes. The chairman thanked Rudding Park and Rudding Estate, for the work they carry out on behalf of the village. Andy and Anne Dewsnip were thanked for their excellent support to the village community. The posters made by Dave Watkin over the years received a thank you. He also said there are many people who help the council throughout the year and their help is much appreciated.
• Financial report for the year to 31.03.11: The clerk read out the financial report. There was a balance of £7,979.67 to be carried forward to the next financial year.
• a) Parish Plan: Councillor Nathan Pettit gave a talk on the objectives of the parish plan; explaining that the views of the parishioners are vital in the formation of the plan. He gave details of the work that has carried out to date. A handout on parish plans was given to those present. He had examples of other Parish Plans for residents to view.
b) Affordable Housing: The chairman said Harrogate Borough Council had not approached the council again since the correspondence, and were unable to do anything until the council contact them again. The district councillor said she would enquire when HBC are getting back to the council.
c) Sub-Committee: A resident enquired who the members of the sub-committee are, the terms of reference and if minutes were taken and published; thus giving transparency in the negotiations. The resident was informed that the members were N. Pettitt, S. Bradburn, T. Tate and B. Butler. T. Tate explained the main reason the committee was formed was due to concerns over development in the village. The chairman said that the sub-committee should make minutes and report to the parish council.
Another resident enquired if there was a developer in the ‘background’. The chairman said he was not aware of one. The chairman said that nothing would go ahead without the permission of the landowner.
