FOLLIFOOT WITH PLOMPTON PARISH COUNCIL
Minutes of the meeting held on Thursday 11 th November 2010
Present: Parish Councillors – B. Fisher (Chairman), U. Cansfield, E. Bolton, C. Florance, N. Pettitt , T. Martin, M. Kettlewell (Internal Auditor) and two residents.
• Apologies for absence: B. Butler
• Declaration of interest in items on the agenda: None
• Public Participation Session: Both residents wished to discuss planning issues.
• Meeting of minutes held on 7.10.10: Having been proposed by N. Pettitt and seconded by T. Martin, the chairman signed the minutes as a correct record.
• Matters arising from the minutes:
• Item 6a) – Sewage Odour: The chairman asked if anyone had noticed a sewage odour within the last month, T. Martin had noticed an odour around Pellentine.
• Item 6a) – Yorkshire Water: The chairman gave an update on his recent contact with Yorkshire Water. He said that Yorkshire water found tree roots at various locations in the drainage pipes from Pear Tree Cottage and down Spofforth Road . They are proposing to cut out the roots and then re-line the pipe. The chairman has asked Yorkshire Water for the diameter of the pipe as he was concerned that if the pipe was narrowed it may cause more blockages. Network Engineering are aware of the problem.
• Item 11 – Telephone Kiosk: S. Hinchcliffe reported she had been unable to find any information regarding a parish council having a contractual agreement with a landowner, where the telephone kiosk is situated on private land.
N. Pettitt suggested YLCC may be able to assist.
C. Florance had passed on the details of the red paint details to S. Hinchcliffe .
Action: S. Hinchcliffe will investigate contractual agreements further and contact YLCC.
N. Pettitt suggest we thanked C. Abraham for his work and inform him the council are still deliberating the way forward with the contractual agreement.
Action: N. Pettitt to contact C. Abraham.
• Item 10 – Recycling: S. Hinchcliffe said she had received some leaflets on recycling and that HBC is looking at recycling plastic in the near future.
• Item 14 – Parish Plan: N. Pettitt and T. Martin are still working on the plan. B. Fisher suggested that a category for ‘Open Space’ was included in the parish plan. It was suggested that the Parish Plan was looked at again at the January meeting.
• Item 13 – Tennis Club: B. Fisher read out the letter send by S. Hinchcliffe and received by I. Gilbert. It was decided that a meeting should be arranged between FOFS and I. Gilbert to discuss the future of the tennis club.
Action: S. Hinchcliffe to organise a meeting
• BT Infinity : T. Martin explained that BT have organised a promotion called BT Infinity. Residents can vote for their exchange, and the exchange with the highest vote will qualify for superfast broadband. T.Martin said there is more information on the BT website.
• School: Follifoot School are holding an open day on 3 rd December 2010.
• Website: The Follifoot website was discussed. The website is currently out of date and would benefit from being updated. The parish council felt it appropriate to enquire if the current web host is willing to continue.
Action: S.Hinchcliffe to email and discuss the situation.
• Consultation Meeting: T. Martin will respond to the questionnaire.
• Parish Council Meetings 2011: The parish councillors looked at the proposed meeting dates and agreed they were suitable.
Action: S. Hinchcliffe to book village hall
• NYCC – Public consultation meeting on Budget & Council Tax 23/11/10: None of the parish councillors were able to attend.
• Highways:
• Flooding at Junction A658 and Pannal Road : Several parish councillors agreed it had improved after being jetted, but it appears to be blocked again.
Action: S. Hinchcliffe to inform Highways.
• Missing letter ‘O’ on Follifoot sign: S. Hinchcliffe informed the parish council that according to Highways the sign is a parish sign and therefore the responsibility of the parish council. Quotes for the repair to be obtained.
Action: S.Hinchcliffe to obtain quotes.
• Leconfield Road and Pavement: N. Pettitt had recently noticed the road and pavement on Leconfield was in need of repair. He said there are various holes in the road and pavement.
Action: S. Hinchcliffe to inform Highways.
• Any matters to report: E. Bolton reported the drain at Plompton was still not clear.
Action: S. Hinchcliffe to inform Highways.
• Finance:
• Balance at the bank: Total £9711.48
• Request for authorisation of expenditure: £23.67 to HBC for grass cutting and £35.00 to YLCA for training.
