FOLLIFOOT WITH PLOMPTON PARISH COUNCIL
Minutes of the meeting held on 10th December 2009
Present : Parish Councillors B. Butler, T. Martin, B. Fisher (Chairman), C. Florance, District Councillor C. Bayliss and three residents.
Apologies for absence : Parish Councillors E. Bolton, U. Cansfield and P. C. M. Ayre.
Declarations of interest in items on the agenda : There were none.
Public Participation session : The Village Hall – Mr. J. Shann asked whether there was a time limit to playing music at evening events. The Chairman stated that the operation of the Village Hall was not the responsibility of the Parish Council. Mr. Shann was given the contact details of the Chairman of its management committee.
Minutes of the meeting held on 12.11.09 : Having been proposed by T. Martin and seconded by B. Butler, the Chairman signed the minutes as a correct record.
Matters arising from the minutes :
• Item 5 a) Sewage odours, Main Street – the Chairman informed the Parish Council that he had arranged a meeting with representatives from Yorkshire Water and Rudding Park for the afternoon of 15.1.10.
• Item 8 Community emergency plan – Action – the Chairman agreed to contact those members of the original working group who were still resident in the villages.
Chairman’s communications :
• Letter of resignation received from Parish Councillor S. Milligan. This was accepted with regret. The process for electing a new councillor was discussed and ways of engaging residents in the work of the Parish Council. Action – Clerk to inform the Returning Officer of the vacancy.
• Letter from M. Hammond, Village End concerning the progress of his planning applications. Actions – the Parish Council restated its support for the applications but declined to nominate a representative to attend the district development sub-committee. Clerk to write to M. Hammond to explain.
Matters concerning Plompton : There was nothing to report.
Highways : any matters to report:-
• Blocked gullies in Follifoot – these have recently been jetted. The Chairman had spoken to the driver who stated that he had made three unsuccessful attempts to clear gullies at the Pannal Road/A658 junction. Action – the driver would report this to NYCC.
• Hilltop House, Pannal Road, Follifoot – the pavement outside this property appears to be undermined by a spring in periods of heavy rainfall. Action – the resident planned to inform Yorkshire Water.
• Manor Fold, Follifoot – road sign missing. Action – clerk to ask Harrogate Council to supply a replacement.
• Main Street, Follifoot – missing manhole cover on the pavement protected by a cone. Action – reported to NYCC, Yorkshire Water informed it is responsible for replacement.
Finance :
• Balance at the bank : £ 8,315.98 in the accounts. A receipt of £ 1.30 for bank interest.
• Request for authorisation of expenditure : £ 623.41 for clerk’s salary for three months to 31.12.09; £ 210 for office costs for the year to 31.12.09 and £ 7.20 for stamps. A quotation had been received for maintenance of some Parish assets, including the Parish noticeboard. The sum of £ 192 was accepted with an additional cost for sign writing to be notified later. Expenditure was proposed by C. Florance and seconded by T. Martin.
• 2010-2011 budget and precept request : Papers had been circulated to councillors prior to the meeting. The proposed precept request was £ 5,700, an increase of £ 100 on the previous year. This, together with the draft budget was approved by the Parish Council, it being proposed by B. Fisher and seconded by T. Martin.
Clerk’s report and correspondence :
• Harrogate Council consultation meetings with Parish Councils : it was agreed that previous correspondence would be circulated and councillors would frame any questions they wished to put to officers. Action – questions to be returned to the clerk by 5.1.10 for submission to the Council.
• Papers received since the last meeting were circulated to councillors.
Planning :
• Application 09/04821/AMENDS Loxley Barns, Plompton for a non material amendment to doors and windows in relation to existing permission to convert two barns into two dwellings. The Parish Council had no objections to the application.
• Application 09/04620/KIOSK telephone box, Main Street, Follifoot for the proposed removal of public payphone and invitation to adopt the kiosk. The Parish Council had no objection to the loss of the telephony service and would like to adopt the kiosk. It was noted that the kiosk was a Listed Building and there were questions regarding the future use of the kiosk once it was adopted, responsibility for its maintenance and ownership of the land. Action – enquiries re. ownership of the land would be conducted initially by C. Florance, B. Fisher and the clerk.
• Application 09/04736/FUL Scalibar Farm, Plompton for formation of earth banked slurry store lagoon. The Parish Council had no objections to the application.
• Application 09/04857/REP Meadowsweet, Tofts Lane, Follifoot for replacement planning permission for 6.121.131.E.FUL (18.12.09) for single storey side and two storey rear extensions. The Parish Council had no objections to the application.
• No applications had been received since the agenda was compiled.
• Outcome of previous applications : Approved – treeworks at Parkside House, Plompton Road and 3 Spring Bank, Main Street, Follifoot.
