FOLLIFOOT WITH PLOMPTON PARISH COUNCIL

Minutes of the Meeting held on Thursday 10th January 2013

Present: District Councillor C. Bayliss, Chairman B. Fisher, Vice Chairman T. Martin, Councillors C. Florance, C. Gogna, T. Hall, E. Jones, N. MacDermid and Internal Auditor

• Declaration of interest in items on the agenda:

• N. MacDermid declared an interest in the Phone Kiosk (item10)

• T. Martin declared an interest in Land for Play Area

• Public Participation session : A resident said he wanted to discuss the planning application for item 14. a) ii

• Minutes of the meeting held on 13 December 2012 : Having been proposed by

T. Hall and seconded by N. MacDermid the minutes were signed as a correct by Vice Chairman T. Martin.

• Matters arising from the minutes :

• Allotment (5a) – The Allotment holder had made a significant attempt to tidy the allotment. The Parish Council asked the clerk to write to the holder and acknowledge this. It was decided the allotments would be reviewed again in April.

• Mobile Phone Network Coverage : No update from resident had been received. The clerk said she will continue to try and contact resident to ascertain current situation.

• Recreational Area Meeting : A meeting has been organised for Thursday 17 th January at 7.30pm in Radcliffe Arms. T. Martin said he would chair the meeting. It was decided the purpose of the meeting would be to ascertain expressions of interest in forming a working party.

• Sign on Plompton Road : The clerk said she had contacted Highways, Planning and North Yorkshire Police to clarify if the sign is legal. Highways and Planning did not consider it a problem. The clerk had not heard from North Yorkshire Police. The clerk was asked to contact PC Ayres for advice and make further enquires with Planning, as it is erected in a conservation area and the Chairman is continuing to receive complaints.

• Chairman’s communications

• The Chairman had received an email from the new Follifoot Coffee and Cake Club asking if the Parish Council could make a donation to the club to help them to get started. The Parish Council unanimously agreed that the Parish Council could donate £50.00 to the new club.

• The Chairman said the Cricket Club have organised a ball on 2 nd February at the Pavilions in Harrogate and are hoping the residents of Follifoot would support the event.

• Matters concerning Plompton:

• T. Hall said residents continue to ask where the replacement sign is. The clerk said Highways are aware that a new sign is required. It was decided the clerk would email them again to enquire where the sign is.

• The clerk had requested salt for the bottom of the hill at Plompton/Wetherby Road , it had not been received. The clerk will request again that it is delivered.

• Highways:

• 20mph speed limit application: A letter had been received from 95 Alive (The York and North Yorkshire Road Safety Partnership) regarding reducing the speed limit in Follifoot. It stated the data had not identified a speeding or collision problem; consequently they will not take any further action at this time.

• Broadband: C. Florance said the new Cabinet is in place on Leconfield and the upgrade of Broadband in Follifoot is scheduled for March.

• Phone Kiosk : The clerk had requested another quote, but not received it. She said she would follow it up.

• Finance:

• Balance at the bank in current account £832.65 and deposit £10,369.27

Total £11,201.92

• Request for authorisation of expenditure: Membership to CPRE £29.00, Clerks salary and expenses £631.10 and Follifoot Coffee and Cake Club £50.00. Proposed by T. Martin and seconded by N. MacDermid.

• Precept Budget: The clerk had spoken with HBC who said that the Parish Council will receive the Precept provided it is no more than last year. The Parish Councillors unanimously agreed to apply for £5,700.00

• Clerk’s correspondence:

• The clerk reminded the Councillors about the Knaresborough Neighbourhood Area Consultation.

• Planning:

• Applications

• 6.121.5.E.FUL 12/04445/FUL Prospect Cottage, Pannal Road , Follifoot.

Erection of first floor extension. The Parish Council had no objections.

• 6.121.139.4.TPO 12/04787/TPO Townsend Undertakers, Oakfield House, Tofts Lane , Follifoot. Gelling of 3 Silver Birch trees, crown thin and reduce lateral branches of 2 Prunus trees, crown clean and reduce lateral branches of 1 Laburnum tree and reduce lateral branches of 1 Silver Birch tree in G1 of Tree Preservation Order no 51 2012. The Parish Council had no objections.

• 6.121.20 C.TPO 12/04787/TPO Peacehaven, Pannal Road , Follifoot. Selective pruning of 1 Cedar tree to allow 3 metres clearance of boundary hedge, T1 of Tree Preservation Order No 40 1999. The Parish Council had no objections.

• No applications received since the agenda was compiled.

• Outcome of previous applications:

• Follybrook, Spofforth Lane , Follifoot. Application granted subject to conditions.

• 16 Hillside , Follifoot. Application granted.
