EXTRAORDINARY MEETING OF THE PARISH COUNCIL

Held in the Village Hall on 10th August 2023

PRESENT:  Chairman N. MacDermid, Councillors A Dewsnip, T. Hall, C. Dickinson and J. Locke. Oneresident also attended.

AGENDA:1. Apologies: Apologies for absence were received and accepted from Cllrs. S. Gallimore andK.Tharby,2. Declaration of Interest and Notification of changes in the Members’ Register of Interest: None.3. Minutes of the meeting held on 13th July 2023:  The minutes were proposed as a correctrecord by Councillor Hall and seconded by Councillor Dickinson. The Chairman duly signed the minutes. 4. Matters arising from previous minutes: None.5. Traffic calming – picket fencesa) Update. It had been proposed to install picket fences on both sides of Pannal Road, 

some 10 yards before the 30mph zone. The contractor had originally been of the opinion that traffic management could be dealt with via cones and warning signs but, on reviewing NYC traffic management regulations, he now thought that, as the planned location was within the 60mph zone, traffic management would require deployment of traffic lights. This would add at least £1000 to the cost of installation. Councillors then discussed various options, including moving the location of the fences to within the 30mph zone which would remove the need for traffic lights and therefore reduce costs. However, after further discussion it was resolved that the original proposed location was the most appropriate as it denoted the notional entrance to the village. The clerk will confirm officially with NYC Highways whether traffic lights are required and if so will arrange with the contractor for him to make the necessary arrangements and proceed with the installation at the agreed quotation plus the cost of traffic lights.b) Approval of payment for fence removal. The picket fence on one side of Haggs Road

had been removed by the contractor last year with a quoted cost of £300 but, for various reasons he had not submitted an invoice. Now that the next steps (the installation as above) were clear he had submitted his invoice but at a reduced cost of £200, as a measure of good will.  Councillors approved payment of this invoice.      

      6.  Planning

               Applications Received

                a) ZC23/02875/DVCON – Application for variation of condition 2 (approved plans of planning permission 22/03871/FUL: Demolish existing garage. Erect replacement detached garage to north-west of dwellinghouse. Proposed hardstanding. Tree Cottage,

                Haggs Road.

               The Chairman explained the details of the application and councillors discussed but could see no reasons to object and agreed to SUPPORT the application.

               b) ZC23/02323/OUT – Outline application for the erection of 1 no. dwelling within the garden of Field House (all matters reserved). Field House, The Paddocks, Follifoot. The Chairman displayed the site plan, current and proposed. Councillors discussed in detail and concern was expressed at the likely increased vehicular activity on a very narrow,private road. Should the application be approved it would cause significant access and parking issues both during construction and after completion, adding to the already difficult access and parking issues at this location. On this basis, it was agreed to OBJECT to the application.           7. Finance – inter- meeting payments. Two invoices for work completed in July have just been received and, as the next full meeting of the Parish Council is not until 14th September, Councillors approved payment of £95.00 to Andrew Walker for the installation of the new Follifields bench, and £88.00 to Stuart Bush for grasscutting.
