FOLLIFOOT WITH PLOMPTON PARISH COUNCIL

Minutes of the Meeting held on 13th September 2012

Present: B. Fisher (Chairman), T. Martin (Vice Chairman), Councillors’ N. MacDermid, C. Florance, C. Gogna and T. Hall and five residents and Rudding Estate Representative.

• Apologies: Apologies received and accepted from Councillor E. Jones, District Councillor C. Bayliss and M. Kettlewell (internal auditor)

• Declaration of interest in items on the agenda: N. MacDermid declared an interest in the Phone Kiosk, item, 10.

• Public Participation session:

• Rudding Estate gave a presentation on a proposed affordable housing application, proposed play area in Follifoot and a proposed residential dwelling. Two drawings of the affordable housing which included a ‘concept’ map of a play area and residential dwelling were provided to those present. Rudding Estate said they would like to present the proposed plan to the residents of Follifoot, and asked if the Parish Councillors would consider a presentation at the Forum meeting. The Parish Council said they would consider the proposal and contact Rudding Estate accordingly. Funding issues in relation to the play area were discussed.

• Mike Hammond from Neighbourhood Watch said he still requires one more coordinator. He said he had organised signs and stickers to be delivered to the residents.

• Two residents said they had come to obtain further details on the proposed Rugby Club development, B. Fisher said no more information was available and therefore the Parish Councillors would not be discussing it at the September meeting.

• Minutes of the meeting held on 12 th July: Having been proposed by C. Florance and seconded by T. Hall, the minutes were signed as a correct record by the chairman.

• Matters arising from the minutes: None

• Chairman’s communications :

• The chairman said he had received correspondence from a landowner regarding residents not using his land.

• Matters concerning Plompton :

• T. Hall said he had received several complaints about a fallen tree blocking access on the footpath from Wetherby Road . Action: Clerk to inform NYCC.

• The sign at Plompton had not been erected. Action: Clerk to follow up.

• T. Hall said the trees at the Plompton junction had not been trimmed back. Action: Clerk to follow up.

• Proposed Rugby Club Development : This was not discussed as no more information was available.

• Welcome Letter & New Residents Information : The Parish Councillor asked to look at the letter and information. Action: Clerk to forward to Parish Councillors.

• Phone Kiosk : The clerk said the Parish Council has signed the lease and returned it to Berwins.

• Playground: The clerk said that E. Jones will be organising a committee to ascertain interest from residents in forming a Play Area committee, with the objective of working towards a Play Area in the village.

• Kitty Corner Lease : The lease was discussed.

• Parish Asset Risk Assessments: It was agreed Risk Assessments would be carried out by the Parish Councillors at the time of the Litter Pick.

• Forum Meeting 18th October: It was decided the Parish Council would hold a Forum Meeting on 18 th October, refreshments from 7pm and the meeting to commence at 7.30pm. Action: Clerk to organise advertising.

• Broadband Update : Broadband Conference had been organised. C. Florance to attend and report to the meeting.

• Date for Autumn Litter Pick: It was decided the Litter Pick would be on Sunday 14 th October at 2pm. Action: Clerk to organise equipment and advertising.

• Waste & Recycling Services: Collection problems on Tofts Lane were discussed. A resident of Tofts Lane had complained to the HBC, and is awaiting a response.

• Request for new bench on Plompton Road : A resident has offered to purchase a bench in memory of her sister. She has asked if it could be placed on Plompton Road . The clerk will contact a landowner and B. Fisher will contact another landowner regarding the placing of the seat on their land.

• Highways:

• A Parish Councillor said that the problem of drivers parking their cars at the top of the village is still on-going.

• Finance:

• Balance at the bank £8,696.32

• Authorisation of expenditure was proposed by N. MacDermid and seconded by T. Martin. Legal fee for the Phone Kiosk Licence of £752.00, Bench Maintenance £242.75, External Audit Fee £144. and Grass cutting £51.74

• The clerk apologised for making a bank error, which has been rectified. Cheques number 100676 and 100677 were not required.

• Clerk’s correspondence:

• The Parish Council said they did not wish to alter the Code of Conduct in reference to the YLCA email Pecuniary Interest and Declaration at Meetings.

• Planning :

• No applications had been received

• No applications received since the agenda was compiled

• Outcome of previous applications – Hilltop House had been granted subject to conditions.

• Tree preservation order Oakfield House, Tofts Lane notification had been received.

• Date of next meeting: Thursday 11 th October 2012 at 8pm in Follifoot Village Hall
