FOLLIFOOT WITH PLOMPTON PARISH COUNCIL
Meeting Minutes Thursday 13th March 2014
Present:
Chairman B. Fisher, Vice Chairman N. MacDermid, Councillors C. Florance, E. Jones,
T. Hall and T. Martin, Internal Auditor M. Kettlewell, Neighbourhood Watch Coordinator
M. Hammond and one resident.
- Apologies: C. Bayliss sent her apologies.
- Declaration of interest in items on the agenda: N. MacDermid declared an interest in item 8, re Phone Kiosk.
- Public Participation session: A resident said he wished to discuss Harrogate Borough Councils (HBC), Sites and Policies DPD Examination of Site RL1101 (The Garth, Land East of Manor Fold). He explained about the recent correspondence he had received and the actions he will be taking. The Parish Council said, as they consider the DPD to be unsound, a representative will attend the Public Examination Hearing.
Action: Clerk to draft acceptance to attend letter and collate supporting documentation. Parish Councillors to support clerk in ensuring relevant information is submitted.
- Minutes of the meeting held on 13th February 2014: The minutes were resolved to be a correct record by T. Martin and seconded by C. Florance. The minutes were duly signed by the Chairman.
- Matters arising from the minutes: None
- Chairman’s communications: The Chairman said Yorkshire Water had commented there was a problem with the sewage system from Pear Tree Cottage to Kitty Corner. He said he is waiting further information.
- Matters concerning Plompton:
a) Replacement Sign: The clerk said Highways are monitoring the installation of the sign. However, due to the current financial situation the sign will not be replaced in the current financial year.
b) Trees opposite Plompton Junction: The clerk said Highways would only trim back the trees if they deemed necessary. They have visited the site, and there was no evidence that work has been carried out. The clerk said she will look into this further.
c) Complaints had been received regarding residents planting saplings in the common area and a trailer left in a communal parking area at Plompton Square. The Parish Council agreed to write to those concerned and ask them to remove the saplings and trailer. Action: Clerk to prepare letters.
- Phone Kiosk: The clerk said the frames and display cabinets had been installed.
N. MacDermid said he will arrange installation of information leaflets.
- Village Up Keep:
a) Allotments: The gate at the entrance to the allotments needs replacing and part of the fence repairing. The Councillors agreed for the clerk to obtain quotes to replace the gate and repair the fence. The allotment risk assessments had been completed.
b) Spring Litter Pick 27th April 2014 – 2pm: The clerk said gloves are no longer supplied. She said she will advertise the event.
c) Litter Bins: The clerk said she had spoken to Harrogate Borough Council about the installation of litter bins on Plompton Road; she was informed they currently do not have the resources to empty the bins, therefore will not install them.
d) Horse Chestnuts: T. Martin had given to Rudding Estate for replacing the Horse Chestnut saplings on Plompton Road.
- Highways:
a) Update on reporting using NYCC Portal: The clerk said she had used the Portal for some of the longstanding jobs which had now been completed.
b) Blocked Gully on Pannal Road: The clerk will continue to monitor the gully.
c) Fly-tipping: The clerk reported C. Bayliss is continuing to look into the matter of HBC prosecuting fly-tipping offenders.
- FOFWRAP: The clerk said FOFWRAP will be holding consultations with the village in the near future. The committee are organising ‘Tour De Follifoot’ on 29th June, 2014.
- Annual Parish Meeting 3rd April 2014: It was decided the items for Agenda to include an update from FOFWRAP and an update on the Affordable Housing, to include Pannal Road site and the Sites and Policies DPD Examination of The Garth. M. Kettlewell and S. Hinchcliffe agreed to organise refreshments; which will be served from 7pm. The meeting will commence at 7.30pm.
- Finance:
a) Balance at the bank in deposit account £6119.05 and deposit account £706.88, total of £6,825.93.
b) Request for authorisation of expenditure: B. Fisher proposed the expenditure and E. Jones seconded the expenditure for the Phone Kiosk Frame installation and membership of Society of Local Council Clerks (SLCC)

c) Monies Received – Grass cutting grant of £87.14 received.
- Clerk’s correspondence: The clerk said she had circulated the Police Report.
- Planning:
a) Planning Training: N. MacDermid gave an update on the course he attended.
b) Applications:
i) Home Farm, Follifoot 6.121.204.D.FUL 14/00509/FUL – Erection of first floor extension, garage and a porch with access steps. No objections.
ii) Home Farm, Follifoot 6.121.204.F.FUL 14/00510/FUL – Conversion of barns to form 3 dwellings and installation of new package treatment plan (Revised Scheme) (Site Area 0.97ha). No objections.
c) No applications received since the agenda was compiled.
d) Outcome of previous applications:
i) Tree Preservation Order 35/2013 – Pinderpound, Follifoot
ii) Aketon Springs, Shaw Lane, Spofforth 13/04899/FUL – Granted subject to conditions
- Date of next meeting: 3rd April 2014 at 7.30pm for Annual Parish Meeting, Refreshments will be served from 7pm. The Parish Council Meeting will follow the Annual Parish Meeting.
