FOLLIFOOT WITH PLOMPTON PARISH COUNCIL

ANNUAL PARISH MEETING

Thursday 3rd April 2014 at 7.30pm

PRESENT:  Chairman B. Fisher, Vice Chairman N. MacDermid, Councillors T. Martin, E. Jones, T. Hall, C. Gogna and five residents.

1. Apologies: Apologies received and accepted from Councillor C. Florance and Internal Auditor M. Kettlewell.

2. Minutes of the Annual Parish Meeting held on 12th April 2014: The Parish Councillors unanimously agreed the minutes to be a correct record and duly signed by B. Fisher.
3. Matters arising from the minutes: None
4. Chairman’s report for 2013/14: The Chairman gave his report.  He gave thanks the Parish Councillors, District Councillor C. Bayliss, Parish Clerk, Andy and Anne Dewsnip, Rudding Estate and Rudding Park for their continued help and support over the past year.  He also expressed thanks to those who attend the litter picks.

The Chairman explained the ongoing problem with sewage coming from man holes at bottom of Main Street and Spofforth Road and Yorkshire Waters recent actions to determine the cause.

He explained the Parish Councils finances are in credit andkeep a small reserve for various repairs and improvements to the village.  He gave thanks Internal Auditor Margaret for her support.

The Chairman said Mike Hammond continued to do an excellent job running the Neighbourhood Watch Scheme. He expressed thanks to him.

The Chairman said there are many residents who support the village and he expressed his thanks.

5. Financial report for the financial year ending 31 March 2014:The clerk reported the Parish Income for 2013/14 was £14,329.24 and Expenditure of £9,420.24.  With a balance of £4909.00 credit to be carried forward to the next financial year.

6. Reports:
a) Update from Friends of Follifoot Wildlife, Recreation and Play ( FOFWRAP): The report was given by S. Hinchcliffe.  She explained the group continue to work towards a recreation area in the village. She explained the committee will be shortly consulting with the village residents, with a view to obtaining their ideas on what they would like to see in the Recreational Area.
b) Update on Affordable Housing site Pannal Road: The Chairman reported the planning application for 12 Affordable homes on Pannal Road had been approved.  A resident explained the application had taken 18 months incurring considerable amount of expense.  He also informed the meeting that Rudding Estate was not able to confirm when work would start.
c) Update on proposed Affordable Housing site on The Garth:The Chairman reported an independent hearing will be held to discuss the soundness of the site. The Chairman said the Parish Council had replied to the Independent investigator, and reported that the DPD was unsound.  He said a Parish Council representative will attend the hearing.
d) Phone Kiosk: Councillor N. MacDermid reported the Phone Kiosk has been refurbished, and is going to be used as a Tourist Information Centre.
7. Discussion of items proposed by residents:
a) Police Speed Checks: A resident thanked the Parish Council for organising the Police Speed Checks around the village. He explained the Traffic Police will continue to carry out speed checks in and around the village. He said the speed of the traffic continues to be a problem in the village.  Traffic calming measurers were discussed. The resident asked if the Parish Council would consider purchasing a traffic calming sign for the village.  Action: It was agreed the clerk would look into the matter and report back to the Parish Councillors.
b) New Cycle and Bridleway: A resident reported that Rudding Estate are in the process of working with NYCC to create two new access routes using a section of the old Railway line; one a Bridleway and the other a Cycle way. The Chairman said this was excellent news and expressed thanks to Rudding Estate.
c) Website: A resident asked if the Parish Council could encourage more residents to use the new website to register to receive Parish Council and village news by email.  The Parish Council agreed to look into the matter.
d) Email Correspondence: A resident asked if the Parish Council could use MailChimp to email the Minutes of the Parish Council Meetings to the subscribers.  It was agreed the clerk would email future Minutes using MailChimp.
