MINUTES OF THE PARISH COUNCIL MEETING
Thursday 14th September 2017

PRESENT: Chairman N. MacDermid, Councillors J. Andrade, P. Cresswell,
A. Dewsnip, T. Hall and J. Hinchcliffe, District Councillor A. Paraskos, Internal Auditor R. Snoxall, Neighbourhood Watch M. Hammond.

1. Apologies: Apologies received and accepted from Vice Chairman Martin.
2. Declaration of Interest and Notification of changes in the Members’ Register of Interest: None.
3. Public Participation session: None.
4. Meeting Minutes held on 13th July 2017: Councillor Dewsnip proposed the minutes to be a correct record, this was seconded by Councillor Hall. Councillor Dewsnip duly signed the minutes.
5. Matters arising from the previous minutes: Included in the Agenda.
6. Chairman’s communications:
a) Village Hall – The chairman asked Councillor Dewsnip to enquire about future fund raising events in the village hall and clarify if the village hall will be limiting the dates other groups can use the village hall to raise funds.
b) Invitation to meal: The chairman said he and the clerk had received an invitation to a Conservative European Dinner. He said they had declined the offer.
7. Clerk’s correspondence:
a) Correspondence received – the clerk said a list is available if required.
b) Data Protection – the clerk informed the meeting that there will be changes to managing Data Protection as new laws will be introduced in 2018. She said YLCA will keep the parish council updated.
8. Vacancy for Parish Clerk/Responsible Financial Officer – The Chairman informed the meeting there had been two applicants for the position and confirmed interviews will be held on Monday 18th September.
The Chairman took the opportunity to thank Stephanie Hinchcliffe (the outgoing Parish Clerk) for her excellent work and support over the last 7 years and in particular commended her on the great effort she has put into working with FOFWRAP to deliver the Follifields Recreation and Play Area
9. Matters concerning Plompton:
a) Trees on Wetherby Road – Councillor Hall informed the meeting the trees had not been trimmed back. The clerk said she will follow up the request.
b) Noticeboard – Councillor said the noticeboard had not yet been replaced. The clerk said she will follow up the request.
c) Foliage at Plumpton Rocks – Councillor Hall said the foliage and weeds had been cut down.
d) Traffic at Plompton – Councillor Hall said motorists continue to drive too fast around Plompton. He said action could not be taken by the parish council as the road was private.
10. Broadband – An email received regarding additional boost funding for those properties who have slow Broadband was discussed.
11. Neighbourhood Watch:
a) Report – The Neighbourhood Coordinator said he had produced his monthly report, which the clerk had emailed to the parish councillors. He explained that cybercrime had increased and residents should be aware when using on-line banking.
b) Cold Calling Zone – The clerk said she was waiting for Kirkby Overblow parish councillors to discuss the matter and report back.
12. Village Up Keep:
a) Maintenance – The clerk said the Maintenance was twelve hours for August and ten for July.
b) Autumn Litter Pick – it was resolved the litter pick would be held at 2pm on Sunday 15th October 2017. Action: Clerk to arrange.
c) The clerk said the Himalayan Balsam was increasing in the ditch as you enter the village on Pannal Road. It was agreed the clerk would obtain quotes for the removal.
13. Highways:
a) Pannal Road Drain – The drain and gully had been repaired by Highways.
b) Traffic concerns Haggs Road – The clerk said 95 Alive had said they would carry out a speed survey on Haggs Road and notify the parish council of the results.
c) Foliage – Councillor Dewsnip said she had received an email from a resident who said the verge on Rudding Lane/Collins Lane was extremely overgrown. The foliage around Collins Bridge was also discussed. It was resolved the clerk would request Highways cut back the foliage.
14. FOFWRAP/Follifields:
a) General update – The chairman said Playscheme had been working on Phase 1 of Follifields installing the children’s play area. They had put down a path and installed the swings. Chairman MacDermid showed the photographs of the development.
b) Purchase of Bin – The clerk said a bin had been purchased.
c) Opening Event – The opening of phase 1 is scheduled for 12pm 16th September 2017.
d) WREN Grant – The clerk informed the meeting WREN had paid the deposit to Playscheme. She said once Playscheme’s invoice is received she will submit a claim to WREN.
e) Awards for All Grant – The clerk said a grant application had been submitted.
f) Inspection of Play Equipment – Councillor MacDermid said he had asked FOFWRAP to confirm what the inspection criteria for the equipment is. He said he would inform the parish council once he is aware.
15. Insurance Changes – The clerk informed the meeting AON will no longer provide insurance and the policy will be managed by BHIB.
16. Finance:
a) Balance at the bank on 31st August 2017 – Current Account £324.33 and Deposit Account £7966.61
b) Monthly Budget – See appendix 1
c) Audit Return – The clerk said the audit return had been signed off by the external auditor. She said there is a query regarding advertising the accounts, which she will follow up.
d) Expenses: The clerk requested expenditure for YLCA, Village Maintenance, Follifields and External Audit. It was unanimously agreed to pay the invoices.

e) Payments – The clerk asked if the parish council would agree to produce a standing order so invoices could be paid relating to FOFWRAP, the payments would ensure items are delivered and work continues. The invoices would then be produced at the next meeting for clarification of expenditure. The parish council unanimously agreed. Action: The clerk to write the standing order.
17. Planning:
a) Applications received during August – Outcome
i. Follifoot Grange, Shaw Lane, Spofforth – 17/03296/FUL – Single storey extension to rear of property (classified by LA as Principal Elevation) to form link between existing outbuilding and main house. Alteration to fenestration. Landscaping. The Parish Council supported the application.
ii. 12 Pellentine Road, Follifoot – 17/03097/FUL – Demolition of conservatory and erection of single storey extension, conversion of garage and alteration to fenestration. The Parish Council supported the application.
b) Applications Received – for decision
i. Re: Keepers Cottage, Rudding Park Home Farm And The Pheasantry Track, Follifoot – 17/03709/FUL – Erection of single-storey extension and infill extension between the existing house and existing gun room. The parish council supported the application.
ii. Claremont, 3 Ivy Close, Follifoot – 17/03717/FUL – Demolition of garage and conservatory and erection of single store extension. The parish council supported the application.
iii. 1 Wingate Court, Plompton – 17/02876/FUL – Erection of single storey extension, alterations to fenestration and formation of external access steps. The parish council supported the application.
iv. 1 Wingate Court, Plompton – 17/02877/LB – Listed Building Consent for the erection of single storey extension, alterations to fenestration and formation of external access steps. The parish council supported the application.
v. Alpine, The Paddocks, Follifoot – 17/03714/FUL – Demolition of existing extension and erection of single storey extension. The parish council supported the application.

He said at present there was no demonstration of additional housing needs in Follifoot. He said a survey maybe completed to ascertain the data, which has to go through Harrogate Borough Council.
